hey man i got it work and thanks for the help, but do you know of something i can download to make the game less sluggish and laggy? for example, when driving a car i press the turn button and there is like a 1.5 second delay untill the car actually starts to turn, and when the emergancy lights are on they flash very slowly almost like they are in slow motion. - Thank You

I went ahead and deleted everything for LCPDFR and LCPDFR itself so that way i could just start from square one again. At the end it said "download failed" (it didnt do that when i first tried to download it a week ago) and these are the "reasons why it failed" (i really didnt know how else to word the last part of that sentence, haha).
