Are you installing RPH after LSPDFR? LSPDFR comes with an outdated version of RPH so you need to install RPH after LSPDFR.

Did you try running RPH as administrator? If this problem persist, I would uninstall GTA completely and delete the gta v folder. Reinstall it, run the game make sure its functioning correctly then one by one install the scripts you would like to use. Also, this might be the issue actually, install LSPDFR first then install RPH. This is because LSPDFR comes with RPH but it is outdated thus making you install RPH after LSPDFR. I am having a similar problem as well, I just installed PeterUCallouts and updated Ultimate back up, now I can't turn my lights and sirens on at all. When I call for a backup unit, they run code 3 and lights as well as sirens works for them. I messed with it a little bit but still unable to figure out what this issue is.

So I've been looking and looking and I cant seem to find a dodge neon srt-4. Idk if anyone would be willing to make one it would be very appreciated. I do own one myself and I absolutely love my car!
