if you are running an updated version of the game, and your scripthook is outdated, that is likely what is causing gta V to crash.
 
as others have stated,  ragehook isnt up to date yet with the current version of the game, so if you did not back up the game, you wont be able to play lspdfr or us rage hook until they release a compatible update.

Aha, I know  I've had GTA since release date, and I've NEVER been online. So the updates for me are nothing other than annoying, and since I have extra police cars as well as custom handling etc. it means every time these updates happen, I have to change it ALL again . 
 
No problem, I hope that it fixes the issue. Also, it is worth making a back-up for each working version, so at least when RS decides to release a new stupid update, you won't have to go through it all again.

Wait. Does that mean that following the GTA V update (12th Dec approx.) that LSPDFR works on the new updated version? 
It's always a bit finicky to get GTA V working post-update, I'd suggest maybe try moving your Mods folder out of GTA V, launch it. If it runs fine, then you know there's something wrong with your mods, and if not then it'll be the Ragehook, Scripthook, LSPDFR scripts causing the crash. 

Considering how popular RPH is, I'm not too surprised that this happened.  Hopefully they find a good host that is willing to accommodate hem.

If you have the new RPH version and if you have correctly installed your mods, it should work, it is not related to the ragepluginhook website shut down

This news comes bad. Especially if RS does another major update. This is why it's always nice to donate. When something good is gone. You don't know how much people really depend on it, until it's gone. How much will this effect LSPDFR? And other mods? Hopefully RPH will be back up soon.

While playing the game(LSPDFR) for about 10 to 15 minutes. I get the following message:
The plugin "LSPD First Response" (LSPD First Response.dll) has crashed.

2. Explain any circumstances surrounding the problem.
I have noticed when holding the (E) key to interact with a stopped pedestrians stops working before the game crashes. Just to be clear. When I say "game crashes" I'm actually stating when The plugin "LSPD First Response" (LSPD First Response.dll) has crashed.
3. State what solutions you have tried.
I have tried to reloading the game with F4 command prompt. Game will run for a bit. Then crashs again. I then exit the game, then reload. Game still crashes. 

4. Post the RAGEPluginHook.log in a spoiler tag.
5. Include as much information as possible.

6. Post your system specifications.

7. Post what other mods you are using.

Is your RPH file from a time when it crashed? I'm not seeing any indication of a crash. 
BTW, the reason I "liked" your post is because this is pretty much the first support request I've seen which followed the instructions so well!
