You have to press SHIFT while behind the car you wish to pull over. Just hit ONCE not TWICE or it will cancel the traffic stop. Here is the keys: Hope it helps you

Liberty City News Report ======================== As crime in Liberty City increments uncontrollable. It is more often to happens at night shift. That night was Maximum Enforcement, any violation will result in an infraction; from red light runners, through failing to yield pedestrians and finding any outstanding warrant. As the night goes; a yellow cab taxi; failed to yield a pedestrian. The driver was given a citation. Meanwhile, Rios continued his shift and encountered a prostitution street and decided to try to find any vehicle soliciting sex. While waiting, another taxi runned the red light, Rios saw and went to the stop of the suspect. He was an infraction of maximum. After finishing that traffic stop; another taxi passed me over the limit and almost hitting a pedestrian. Driver was stop and he has an outstanding warrants and expired licensed. When asked to step out of the vehicle, suspect turned on the vehicle in an intent to escape, wich resulted in driver been arrested before taking out. Night went off, and Rios received a call from Dispatch of a fleeing vehicle armed, he was close to the scene and decided to join the persuit. The helicopter was call in order to follow with the suspect, he was arrested and aprehended before causing any damaged. No fatalities on the shift! They were clocked #1 at speeds of 48 MPH, #2 at 42 MPH. Both suspect were ticketed. After, a random individual decided to cross in front of me and steal my cop car. Chase start on with a car took from someone as Official Business. Suspect gave up but officers saw something that shine and decided to open fire resulting in the death of suspect.

I was in the Galveston Ave aproximate at 1:00 Am when suddendly, a taxi cap stopped right in front of me were two prostitutes were working. Suspect accepted the invitation. I decided to stop the suspect for accepting invitation. Suspect was Marcelo Marks, when I ask him to step of out the vehicle, suspect declined and decided to flee. The persuit then started, for many minutes suspect ran reckless and crashing into cars, when suddendly, the prostitute started shooting at us with an assault riffle. Air suport was called and all available units to ensure those criminals were being arrested. At some point the taxi crash in a building and i decided to stop it for now, both suspect were killed in the intent to aprehend them. But you can stop the vehicle (using your tactics and block him of course) and make an arrest, they have rifles and arms :)
