I've used Smart Defrag 2

I had the same issue, and found the driver was getting fragmented above 15 %, I did a defragment of the disc and now I'm back at my 30-40 FPS before the defragmention, i went down to 9 fps

You have to connect your PS3 Controller with the USB Cable, once you connect it, you need to go to the DS3 Tool (MotionJoy) and go to Driver Manager then in the new window You click the button INSTALL ALL and it will install the drivers on your PC for the ps3 controller Then you do the steps i explained before, select the xbox 360 emulator and then click enable

I don't use traffic flow, it makes it look like NY, there are tons of taxis in real life :) so when you use Hardcoremode and there is a persuit, is awsome cuz you can loose it quick if you don't pay atention ^_^ Thanks :D Glad you like my crazy intro lol

That's why I use my PS3 :) Controller, making such a buy is not necesarily and is stupid. Microsoft can suck my *#*$& if they think I was going to lol LOVE MotionJoy :)

Are you using xlive.dll on your directory, because that disables the ability to play online and you'll need to use then dsound.dll instead

I use a PS3 Controller, when you open the MotionJoy (I use it aswell) You have to choose Xinput Default (Xbox 360 Emulator) click on the radio button and after that Click the pink button ENABLE After that, do a Vibrating Check, if it works Open the game it should be fine!

Are you running with Administrator Privileges?

You need a better CPU to run the Game, a single core is not enough for the game. You are having a problem there, it has to be with insuficients specs for the game. Can you give a detailed information ? Graphic card !? Perhaps.... Also, having more mods like traffic flow, vehicles, etc consume more memory and therefore you are left with no resources...

You must open the installer of the game. It should detect the copy and give you the option to UNINSTALL or REPAIR. Select repair.

Did you bought the game.... ? or is it a Pirated Version.... ? You will need to reinstall the game, as R* ZLIB20 means that in their website. Open the installer and REPAIR the GTA: IV. Then try it
