I would say look around on other GTA modding sites. If all else fails you could always make your own fleet. Just take the cars you do like, and make a pack that you yourself gathered for single vehicles found on other sites.

I recommend traffic control system, combined with Traffic Flow v5. Traffic Control System can be found by looking up Real Taxi Bug Fix.

I would recommend also using Setinals CVPI pack, it gives a nice LAPD style feel, but the cars are LCPD
