This mod is based at least loosely on LAPD , and the Cali regions. Hence, my previous posting.

At the LAPD, distracted driving is not usually a concern because most officers ride two to a car, with one operating the computer while the other drives. Other local police departments, including Pasadena's and Huntington Park's, have rules resembling those recently adopted by the Sheriff's Department. Typing behind the wheel is not illegal for law enforcement officers, as it is for civilian drivers in California. But under the revised policy enacted Feb. 25, L.A. County deputies may use their computers only when they are pulled over or stopped at a light. Exceptions include emergencies or when a deputy hits a single button such as "acknowledge" or "en route." The car radio, not the computer, should be the primary means of communication, the policy states — a throwback to an older technology. Sharing a cold beer with the devs

Rockstar should adapt like Wildcard Studios, makers of Ark Survival evolved. They released their dev kit with entire source code and this game can be played single player, on official servers (unmodded) or on private unofficial servers, mods allowed. There's no reason everyone can't win. Rockstar is just too cheap to host their own servers. If they'd do that, all of this would sort itself. Just my 2 cents.
