    @‌ZXMustang Like you I am new to PC gaming,(I just built my first PC this December) and I was having the same problem at first and it took me weeks to figure out. What fixed it for me was I had to re-download the Visual C++ 2012 from the rage hook website. Here's the link http://forums.ragepluginhook.net/default.aspx?g=posts&t=9. I don't know if it will work for you but it worked for me. To the developers I just want to say thank you so much for dedicating so much of your time to make such an outstanding mod. You guys are awesome.
