Around two years ago, I was inspired to create a 2009 Ford Crown Victoria to the tune of the South Carolina Highway patrol. It was a crappy model and texture and needed a lot of work. Now that I have the exact specs of the Highway patrol, and the rest of the Department of Public Safety, I have decided to work hard to make a pack containing a ton of vehicles from four agencies from the South Carolina Department of Public Safety.
 
Firstly, let me explain what each department does;
South Carolina Highway Patrol
"Provides equitable service and protection, and upholds the laws of the constitutions of the United States and the State of South Carolina in order to promote a safe and secure environment for the public." - SCDPS
South Carolina State Transport Police
"is the premier law enforcement division in South Carolina for enforcing both federal regulations and state laws pertaining to commercial motor vehicles.  " - SCSTP
South Carolina Bureau of Protective Services
"ensures the safety and well-being of all citizens, employees and elected representatives and those attending scheduled events or while visiting or conducting business on the grounds of the South Carolina State Capitol Complex and other designated state facilities." -SCBPS
South Carolina Department of Natural Resources
Preserves the wilderness, fish, and game of the State of South Carolina. They work with communities to make sure hunting, fishing, and laws concerning nature are being followed, as well as restock rivers with fish and other assorted works. They were deployed to Texas to aid with the Hurricane Harvey Recovery Process.

Laurens County was formed in 1785. It was named after Henry Laurens, the fifth president of the Continental Congress. When driving on I-26, it is one of the more beautiful counties to drive through. I have personally been to Laurens, it's small, quaint, and it's sheriff cars are sexy! WhiteHillsFD53 recommended that I model a Laurens County pack, so here it is! It's always good to put South Carolina agencies on the map. I hope everyone enjoys. I plan on updating this pack as necessary. Let me know in the comments if there are any issues, or PM me. Please use the reviews to be constructive.
 
In this pack, you will find two types of liveries, the more simplistic, black and silver livery is the newer livery and the blue and gold one is the older livery. I enjoy them both but I think it prudent to include both. I purposely did not include them on newer vehicles for obvious reasons.

Installation:
Use OpenIV and navigate the "patchday20ng" dlc  (mods/update/dlcpacks/patchday20ng/dlc.rpf/x64/levels/gta5/vehicles.rpf) and install the files into there. Simply drag and drop into the vehicles.rpf. Feel free to rename the cars and put into whatever slot you wish. Make sure to rename the ELS VCF files accordingly. For the ELS, drag and drop into your ELS folder.

I couldn't get all the graphics to fit on perfectly, but I think just for occasionally calling an ambulance it's more than adequate.

FOR THOSE THAT HAVE INSTALLED BEFORE, I RECOMMEND THAT YOU REINSTALL ALL VEHICLES AND ELS VCF'S THAT ARE IN THIS UPDATE
 
(As seen on Live PD) this is the 2016 Ford Police Interceptor Sedan, CVPI, Ford Police Interceptor Utility, and Chevy Tahoe from Richland County, S.C. For a while I was using BradM's Richland County-based BCSO skin pack, but I found the amount of cars with just a lightbar and no pushbar lacking so I taught myself modeling and put this together.
 
The files are named "RCSD1.___" but obviously you can rename it for whichever slot you want; I just have it that way since they are added vehicle for me.

The South Carolina Highway Patrol is the highway patrol agency for South Carolina, which has jurisdiction anywhere in the state except for federal or military installations. The Highway Patrol was created in 1930 and is a paramilitary organization with a rank structure similar to the armed forces. The mission of the South Carolina Highway Patrol includes enforcing the rules and regulations in order to ensure road way safety and reducing crime as outlined by South Carolina law. The Highway Patrol is the largest division of the South Carolina Department of Public Safety and its headquarters is located in Blythewood. This department also includes the South Carolina State Transport Police Division, and the South Carolina Bureau of Protective Services.
The Highway Patrol has many responsibilities. The primary job of the rank and file trooper is traffic law enforcement. This includes traffic collision investigation, issuing warning tickets and citations for traffic violations, and finding, arresting, and processing impaired drivers. A state trooper is a sworn peace officer, and although their primary duty is traffic enforcement, they can perform other law enforcement functions.

Use OpenIV to replace the corresponding files within vehicles.img with the .wft and .wtd files provided in this package. Open the vehicles.ide file in your Grand Theft Auto IV/common/data folder, find the lines beginning with the names of the appropriate models, and at the end of those lines add +livery
Move ELS VCF (vehicles config file) contained in the downloaded ELS folder to the ELS folder in your main GTAIV game directory (you must have ELS installed
In the vehicle control section of your ELS .ini make sure to link the correct VCF to the desired model slot.

The South Carolina Highway Patrol is the highway patrol agency for South Carolina, which has jurisdiction anywhere in the state except for federal or military installations. The Highway Patrol was created in 1930 and is a paramilitary organization with a rank structure similar to the armed forces. The mission of the South Carolina Highway Patrol includes enforcing the rules and regulations in order to ensure road way safety and reducing crime as outlined by South Carolina law. The Highway Patrol is the largest division of the South Carolina Department of Public Safety and its headquarters is located in Blythewood. This department also includes the South Carolina State Transport Police Division, and the South Carolina Bureau of Protective Services.
The Highway Patrol has many responsibilities. The primary job of the rank and file trooper is traffic law enforcement. This includes traffic collision investigation, issuing warning tickets and citations for traffic violations, and finding, arresting, and processing impaired drivers. A state trooper is a sworn peace officer, and although their primary duty is traffic enforcement, they can perform other law enforcement functions.
