    I have also noticed this. I'll initiate a traffic stop do my business then move on and all the traffic down the road is still turning around.

    When I try to load police radio I get an Error: could not load plugin from c:/plugins/PoliceRadio.dll Which the police radio is in folder gtavmods>LSPDFR>Plugins>LSPDFR along with arrest manager.dll and arrest manager works. LoadPlugin PoliceRadio.dll is in startup.rphs
