A redux version of @Officer_Lenny's Supervillains plugin for LCPDFR with compatibility in TLAD and TBoGT (as well as GTA IV without DLC).
As in the original one made by him, this adds 3 (2 for GTA IV without DLC) new callouts for LCPDFR, starring 3 protagonists in GTA IV universe. However, this redux version will include his/her friends joining together and wanted this peaceful Liberty City to be "the worst place in America." And as usual note, these people are as dangerous as you bring the cops and the NOOSE into the pursuit up to 6-star wanted level on original game without LCPDFR.
 
Side note: do request one or two NOOSE backups, as well as a helicopter, if you see him/her with more than one person armed. They are not to be taken lightly and lethal force is always a best option.
 
The supervillains are:
Niko Bellic (TLAD and TBoGT only)
He killed people, smuggled people, sold people, and now he is in Liberty City with a rocket launcher and two friends of him: Jacob and Patrick (Packie). Approaching them with just you and a pistol will be tantamount to suicide.
Johnny Klebitz (all episodes)
He is a high rank member of the Lost Brotherhood, he is not really a nice guy and he might cause trouble by rioting with his crew.
Luis F. Lopez (all episodes)
He is a bodyguard but he is also suspected to be a dangerous murderer, the FIB might require your help to catch him.

This script is updated time to time if there are bugs or glitches, but so far my game is quite unstable, so it's up to you to value this. Report any error to my Contacts available in at the end of the Readme so I can address this in my free time.

A variant of Stanier NOoSE cruiser equipped with Whelen Edge lightbar, based on Ekalb's model.

A Brute Ambulance modified using Code 3 Excalibur lightbar in ELS DROT capability.
 
The vehicle includes liveries provided by @Yard1 in his dev mod, as well as AMR (American Medical Response) liveries, and my own METT (Medical Examiner Transporter Team) and fictional FDNY liveries. The METT liveries can be used and/or optimized in conjunction with METT/Coroner mod; all configurations are in the Readme.
 

A Stanier 1st generation police cruiser with 1980s NYPD setup Federal Signal Aerodynic lightbar. This vehicle mod was supposed to be released by me 2 years ago, but there has been financial problems that makes the upload pending.
 
The Aerodynic lightbar has been used on the 80s police cruiser of New York Police Department. Now you can have it in the Vapid Stanier for a friendly size and support for multiple liveries.

A default IV NOoSE variant of Vapid Stanier cruiser, featuring a generic flat-shaped lightbar that has become a teaser in some hints, like cheating websites. It has been popular for years and very compatible with original game.

If you are ever dreaming a police escort like the screenshots I made, you can do that simply using Native Trainer, by spawning 7 bodyguards and enable "Follow as Driver".

This is the ELS equivalent of the similar mod I posted here. You will need ELS-IV v8.51 mod for the lights to work.
Little less everyone know, in the ELS User Guide, only police, police2, ambulance, and firetruk models have working rotators. One did Lt.Caine didn't know is that, in TBoGT, police3 also has working rotators. I have tried this myself like the screenshots I made to prove that in TBoGT, police3 has that. Correct me if I'm wrong. Still, I do not know if adding a new slot as "police3" like what Bxbugs123 did with his Charger LCPD cruiser latest version can have working rotators like what I did. I just only tested this in TBoGT as I don't have IV myself (and EFLC is a standalone program).
This cruiser is configured in DRO1 type based from the non-ELS equivalent of this mod.
Compatible with Abraxas' mod.

Mammoth Patriot Combat & ECM Cruiser; that's what I used to call it. It can have a hybrid function of becoming a combat cruiser and ECM cruiser at the same time. Providing jamming to radio comms and now the f*cking military radar, Mammoth Patriot Combat & ECM Cruiser is one kind of ATV (actually it's a SUV) that can adapt with many situations and helping law enforcers and military personnel finish the job.
This is the ELS equivalent of the similar mod I posted before, and hence ELS-IV 8.5 mod is required. Is compatible with older version of ELS, but configurations must be done on your own.

This is the ELS-enabled version of my Vapid Stanier Police Cruiser Federal Signal Vector. For you who always using Lt.Caine's ELS-IV mod, I'd recommend download this one.
The car is best suited for original gameplay, with no modded cars. Unfortunately, due to fact that I have added several decorations like weapons (primarily police weapons like Shotgun and M4 Carbine) and dufflebag, the model and texture size will be quite a little problem. You may experience taxi bug and popping-in textures in the GTA World. To fix this, I'd recommend TrafficLoad or TrafficControlSystem mod.

I've modified the CSI Granger and Stanier K9 texture to a lore-friendly and high quality, but fictional texture.
It's a bit of realism work I have done at this moment. When I have time I'll be doing the CVPI and Tahoe/Suburban.
 
Note that these vehicle textures do not include the model on its own (only YTD files), so you'll have to download separately.
And as most of all this is required if you have downloaded the PoliceToolbox script.
 
The Granger model is basically a regular Sheriff Granger that have its textures modded for PTB purposes, but I enhanced it so that there would be no more black coloring on some parts (numbering is where I "peek").
 
The Stanier is another story. You'll need to install the Police Stanier from Stock Vehicle Template Pack by Thero here; the old model PTB mod provided isn't gonna work on the new YTD file.

I did this during my free time as I saw a mixture of multiple car packs and most of the new cars (add-on cars) are either spawned only by player (LSPDFR) or tend to not showing in the world, so I took my time to test the potential of RDE with all my skills, particularly with XML coding, in about 3 months testing.

As everyone should know, RDE will be updated soon enough after Rockstar released a new DLC and game update, which in such, as it is updated, this mod should only compatible with version 3.1.1, though if you are smart enough, you can bypass the response configuration to make it work on the latest version of it.
 
I can't say enough about what I worked on this. Most of these feature car additions and bug fix as per 3.1.1 of the RDE, of which it includes cars (police vehicles) from both IV Car Pack and Vanillaworks Extended Pack. Some of the bugfixes I provided will be obsolete when RDE is updated (thanks to @Yard1 for sharing thoughts with me).

The video I provided here isn't gonna show how these new vehicles spawn - chances are very small depending on certain zones and how do you treat them in VehicleGroups.xml. I'll provide the selections from RDE installation in later version, but then again, you'll have to do manual installing instead of using RDE installer (reinstalling will lose all changes made to your current configuration).

One of my other fictional police cruisers, this cruiser from GTA V comprises of oldschool and modern lighting. It has Whelen Mini and TRIO Can Lights Model T-2 attached on top of the cruiser, with also Traffic Advisor and working Spotlight (accessible as extra_6 in ELS system).
This cruiser reminds me much of Ford Taurus or Ford Police Interceptor in my POV.

Merit police cruiser with whole blue lights and yellow Traffic Advisor. The Boston Police theme is picked to match the lights.
Again, this is made upon request by @OfficerDeal as he wanted some of my police cruisers to have blue lights on the lightbar.
 
Still, this is created from scratch as I don't do rework on my Merit cruiser that uses Streethawk lightbar. I don't normally see Streethawk lightbar to have completely blue lights while I haven't watched Youtube for 2 or 3 years.

Since idk what theme I should pick with this blue lights on the lightbar, I decided to pick the Boston Police theme since I already made one and wanted to play Fallout 4 when I get a new computer.

Sorry for the LONG reply, though, because I have other work to do, and besides, I don't think I can do the rework on my previous mods, like making the Vector lightbar to flash blue while I haven't watched Youtube for 2 or 3 years.

A customized TBoGT police bike that uses new dome lights and ELS mapping - DRO3 primary lights type.
This bike is compatible only in TBoGT and while using ELS IV v8.5 mod. I never tested this bike outside this platform, though.
Although you may say, you can replace compatible police vehicles that has DROT capability with this police bike, you CANNOT carry more passengers, and laptop position is bugged when you are stationary and pressing the key to use the police computer.
I do recommend to ADD this vehicle (only in IV or TLAD) if you are playing LCPDFR, to prefer a more realistic gameplay, OR while you have Bike Patrol mod installed:
ATM, rotator lights are bugged (emissive textures are visible even though I have put the invisible extras in them), current reason is unknown. I'm still trying to chase the issue.

A non-ELS equivalent of the TBoGT police bike, with only new dome lights.
You can either replace the compatible police vehicles with rotating rotators capability with this police bike, but currently there is a potential bug that static objects that is used to simulate lighting will come up to rotate as well. Idk if this is wrong or right, but if it is, let me know.
Sirens will not work (probably) if you ADD this vehicle (in IV or TLAD) as "policeb" when you have Bike Patrol mod installed. Currently I don't have any proof, but it should be compatible in any way, though.

Most of the times, this vehicle never be spawned in original game (except in IV missions like "Three Leaf Clover") unless you have the Native Trainer or using mods for car placement, such as this one:
The mod's configuration follows the ELS IV v8.5 standards, so ELS IV v8.5 mod is required.

The enhanced ones here for Enforcer is without ELS lights and only have multiple generic liveries support and a secondary license plate.
