By " I shot one of the suspects ", you mean you killed him or just simply shot him?Also, as far as I know, when responding to calls you usually don't arrest with alt + h, you have to diasarm them then aim your gun at them and (while pointing your gun at them) go behind them

Yeah this.You might aswell right-click the .exe you're running GTA IV from, clicking properties, going to "compatibility" and then choosing "Run this program as an administrator". That way you won't always have to right click and choosing run as admin :)

When you're picking a NOOSE skin, you don't get the regular callouts and cannot pull over vehicles.You get special operations, such as bank robs or hostages being held in a building, etc...
