This one's just perfect, for me, http://www.gta4-mods.com/misc/game4video-107-enb-10-f16948 I just puted all files GTA4 directory, and voila, awesome graphics and lights. Timecyc for ELS just sucks, i tried it and just sucks. But just a question whats the difference from ENB to Timecyc? Like whats the difference on the way of working? But yeah i prefer ENB.
