UPDATE: I figured out it. Had to change the names of the files. Code 4... Hoping some of you more knowledgeable than me can help me out with this. I installed the following uniform mod: The 'Read Me' instructs to replace the models inside a desired location with the ones provided, which I did using OpenIV "Simple drag and drop into x64e/models/cdimages/componentpeds_s_m_y.rpf" - These are the instructions. When I start the game, none of the Officers have this new uniform on and I can't select it when choosing characters when going OnDuty. Within OpenIV, the files I replaced are showing the new uniform, but the game is still showing the old ones when I play. I've been searching around for how to properly do these uniform installs and it seems like I got every step correct. I've applied plugins and vehicle mods to my LSPDFR with no issues. Thanks in advance!

Try downloading the latest version of GWMC If that doesn't work, troubleshoot the issue by taking everything step-by-step. Does the game freeze without mods on a fresh install of the software? If it does not, then there's either an issue with the mods, the installation of the mods or the software media itself. If it does, then un-install the game, delete any previous game directories and use something like CCLeaner to dust off all the registry keys that are left behind and no longer in use. Re-install the game after the clean-up process and without any mods, see if the game runs. Take it from there. I am not sure if the mods are all Steam compatible. Some games are not, so keep this in mind. I'm completely new to GTA IV modding, so not sure what the exceptions are here.Be sure to use something like an ASI Loader when applicable.

+1 Get the latest version of GWMC and try it. If you would like to know how to factory reset your computer anyway,an easy way to do it is to open up the charms menu (Win Key + C) and click on the power button, and then select "Restart" while holding down the SHIFT key on your keyboard. Hold it down until your system restarts completely and you'll be greeted by the recovery menu. From here, select the troubleshooting option and then the recovery method. You'll have an option between a refresh and a factory restore. The factory restore usually takes a couple of hours if your OS runs off of an HDD, and a bit faster if you have an SSD. Let that run and you're all good. I'm new to this community, but I've been working as a PC Tech for about 5 years. Feel free to ask any more questions.
