Uniform Mod installed, but original still showing

Hoping some of you more knowledgeable than me can help me out with this.

 

I installed the following uniform mod: 

 

 

The 'Read Me' instructs to replace the models inside a desired location with the ones provided, which I did using OpenIV

"Simple drag and drop into x64e/models/cdimages/componentpeds_s_m_y.rpf" - These are the instructions.

When I start the game, none of the Officers have this new uniform on and I can't select it when choosing characters when going OnDuty.

Within OpenIV, the files I replaced are showing the new uniform, but the game is still showing the old ones when I play. 

 

I've been searching around for how to properly do these uniform installs and it seems like I got every step correct. I've applied plugins and vehicle mods to my LSPDFR with no issues.
