im not a scam & i dont take people credit for there work im just a moron when it comes to learning how to mod even if i switched the lightbars i would give credit to both parties

IM looking for NYPD CVPI Highway patrol with Highrise lightbar ELS i found the charger ELS & the CVPI NON-ELS i don't know how to make a mod & i tried and was a total failure is there a way i can take the highrise light bar & put it on another vehicle these are the vehicles can somebody help give advice please or is there a ELS CVPI version that somebody can give me there version

Ok so the Computer system looks awsome now i responded to a susp person in a red car now i responded but what do i do just make up a name plate DOB when i get on scene there is gonna be nobody at the location its kind of boring to respond and nothing is going on ever is this computer gonna be for a role play organization
