  1. Does this pack include all original work created by the original uploader or permission provided by the creator thereto? If the answer to the above question is no and the pack includes models such as the Ford Crown Victoria then you have contravened the law by distributing a branded item. Replica works are not copyrighted for obvious reasons and as such no, you could not sue the individual as you have no reasonable grounds for doing so. Furthermore, it is a breach of the Terms & Conditions set out by Rockstar (as regards use of GTA) to modify the game in any way and distribute any file related therein. (Don't believe me? Go and read the T&C's in the user manual.) So in actuality, Rockstar would have a very strong case against even the LCPDFR team.
  2. Try deleting your savegame files from appdata/rockstar games/gta iv (IIRC) and from my documents - it could be some sort of setting disabling the mouse.

The reason for the massive police response: given the area is a central point for shoppers, tourists etc and by virtue of that is likely to be very busy the police response needs to include crime scene management and traffic control considerations. With only a handful of cops it would be very difficult to control the incident itself, the foot and vehicular traffic, keep the crime scene from being contaminated and to prevent anyone else from becoming involved. Don't forget people are very prone to play to the camera as well. The police response is very typical of a delicate incident occurring in a populous area. Without knowing the full set of circumstances surrounding the incident and leading up to the shooting it is not possible to review the police decision to shoot. In general though, I would prefer to see the individual brought under control through other means e.g. taser. I'm sure the NYPD had a very good reason for opting to employ lethal means.
  4. Correct. But you're missing one key element: human involvement on an industrial scale. Since the industrial revolution usage of fossil fuels has increased exponentially. I would wager that the last 40 years has seen the largest increase over fairly a short period of time.

Scientific enquiry has demonstrated the Earth's temperature has and probably will continue to rise, whether or not humans are impacting upon this is a trivial matter, the important issue is that it's happened. I regard fossil fuels and the replacement thereof to be of more importance at this moment in time, reserves of said will run out in the not-so-distance future and we'll be out on our arses if we don't have a suitable replacement -- if switching from fossil fuel to a "greener" energy source inadvertently slows or stops "global warming" then excellent. If not, more research is needed to ascertain the full set of circumstances surrounding the temperature rise and ways to combat it.

  9. It's a UK thing, not sure what the US equivalent would be or if there is one. A Statutory Off Road Notification (SORN) is where an individual reports their vehicle as not being used or kept on a public road meaning they are exempt from road tax duty.   10. Once I can get 1.0 running reliably I may give the API a look. Re persistent vehicles yes it is absolutely possible just it involves significantly more work. (It is even possible to have every vehicle given its own plate, entirely synced in multiplayer, too.) Each scanned vehicle would have to be stored and then said store consulted during each scan. There's already the option to alter frequency, I had planned to make the individual alert wording customisable at some point. Feel free to voice any suggestions here.
  11. I was expecting R* to take what worked in GTA IV and improve upon it, not change everything completely. While GTA V is a good game I can't play it for that long, I lose interest. It took me a fair while to complete it, so long in fact that R* had updated something which broke my main story, I was unable to continue any missions and had to look online for a fix. Perhaps I'm just getting old. I miss Vice City and San Andreas!

  14. You people have far too much time on your hands, what the hell is with the virtually off topic nonsense? Anyway to comment on topic... it's an interesting picture and it's pretty ironic that a robot named "Curiosity" won't be re-routed to investigate something clearly curious. NASA have said it may be some sort of reflection but they're not entirely sure, then get investigating! It's quite substantial that only the right mounted camera caught it which took a photo one second before the left, which didn't capture it and both cameras took a few more shots shortly thereafter and it wasn't seen again; more reason to get over there and investigate. I don't agree however that it's aliens, it's possible but there's nowhere near enough evidence to conclude aliens, that's just silly and completely conjecture at this point. Although I'm certain life exists elsewhere in the Universe, I'm not convinced Curiosity captured said on Mars responding code 3.
  15. To answer your question, there are no mods that significantly improve the AI driving to the best of my knowledge. GTAIV AI is simply awful and while a C++ mod may be able to improve it somewhat, no one has put anything together besides the two already noted in a previous post.
  16. The drivers in GTAIV aren't far off most real life drivers.
