I have never actually seen a computer worse than mine on this forum so far, no wonder it's laggy, You have 2 cores, 4GB ram, a near unsupported GPU that's really, really old, all big no nos for games.

AMD is cheaper then intel, Intel is expensive because its a fully unlocked processor meaning more stability in games, I have an 8350 and the Sapphire R9 290X and i run GTA V and Arma 3 at more then 60 fps, and everything is stock even the processor speed at 4Ghz. Build your computer, because then you have more control over what goes in it as i build computers for a living. But if you dont know how, then buy one fully built. although you can build your own with the tons of computer building videos out there, theres even people that show you how to build  budget systems, look on youtube. You really dont want a laptop really for gaming as laptops unless you get a gaming one are not designed for Gaming and you will have lag issues. Do some research and if you want a good computer hit me up with a price range in a private chat and ill throw you one thats built already.

​If you want my opinion i wouldnt go with intel. im not a big intel fan. I have been amd since i got into computers, except my first laptop which was an intel core i5. I have a Fx-6300 fixing to upgrade to the Fx-8350. I would go FX as they are good at taking loads and they are cheaper then a Intel core processor, intel is just if you do alot of rendering in my opinion. your graphics card is okay, though swap it for the 280 as its what i have and it plays everything maxed and never once get even close to using all my graphics ram. Ram i would go Corsair Vengeance as i hear that ram is good for gaming! The FX processors come in a range of different cores, the 8350 being an 8 core for about 180$ compared to that intel at almost double that! im just giving you options, keep your mind open and if you need any more computer advice let me know privately as i built my computer from the ground up!
 
EDIT: Built mine at 400$ but have been doing extensive upgrades to make it better. My first processor in this computer was a Intel Core 2 Duo, didnt stick long with that processor before i got my AMD Athlon quad!

i changed the export from sliced and the other thing and it didnt do that no more a little unsure of why it was doing that but so far it hasnt done it anymore thanks for the help though!

Thats weird, ive never had that issue but reading what you typed there made me laugh seems weird but funny!

​RC20 is an invalid resource, usually i removed the coloring and it would work like removing the chrome and stuff files, and if that didnt fix it adding it back and deleting the next one i would recommend you do the same

Well im taking a small break from converting the ram as its a pain in my  butt to put together a custom christmas tree pack!

As mentioned above, if you're wanting to just build a city then completely destroy it with disasters and such, SimCity is the one for you. Although I don't think floods, or hurricanes are actual options. If I remember correctly, you can have giant monster attacks, earthquakes, tornadoes, zombie attacks and meteor strikes. 

If you're after a brilliant cIty builder though, buy Cities: Skylines. It's 20x better than the newer SimCity games.

to answer all of of your questions, no i dont belive so. ive noticed every now and then if i drive the police 3 then change my car, there are civs driving the police 3 and 4. the cops dont drive it, just the civs on a few occasions. i havent noticed it lately maybe they may have fixed it but then again i dont know. Hope this helps
