Why is my GTA 4 so laggy?

My game lags very badly and I know my pc will play it great, so don't say your pc is too weak, because I used to play it all the time fine, until I reinstalled windows and now it is super laggy, I get about 5 fps playing, and yes my graphics card is up to date.

must be the windows reinstall, i used to get the same issue and the only way to fix it was to use either CCleaner or Razor Game Booster to boost FPS, also try using a Command Line. Hope this helps

PPS. Your system could be playing a small part, not a whole lot though.

I have never actually seen a computer worse than mine on this forum so far, no wonder it's laggy, You have 2 cores, 4GB ram, a near unsupported GPU that's really, really old, all big no nos for games.

Then how did it use to play it fine with around 30 fps?

Try following my tutorial for GTA V, except change the program to GTA IV.
