After following making a new command line to reduce lag spikes, the graphics settings are stuck at low settings and it won't let me change them. The command line I used is: "availablevideomem 2.048". I followed the steps in this article: https://support.rockstargames.com/hc/en-us/articles/200145206-Issues-with-GTA-IV-showing-video-cards-with-over-2GB-as-under-spec

For lengthy periods of time the framerate drops so low that I can't control the character. Then it's normal for like 5 seconds and then back to the lag. It happens the least at night. Lock on to a ped and press CTRL+E marks them as wanted. Alt+E reports events to dispatch.

For the command line setting "avaliblevidmem" you have to put the amount of video memory you have after that. Where can I find how much video memory I have?

Upon installing the game, I tried to run LaunchGTAIV.exe but it gave me this error: After spamming me with the same error, the program launched normally with no problems. Every 30 seconds the game's frame rate will just drop to a point were I can't control the character. 10 seconds later it's normal. This appears to happen during transitioning from day to night.
