I think I would add 'POLICE' in the hood, unit numbers close in the area between the door and front wheel, and maybe an us flag in the C Pilar of the car. -
I wouldn't even notice it's an unmarked cop car with that bumper lol... -

20th April 1994, Ontario, Canada. About the 17:50 hours today, due to the heavy fog, a Ford LTD tried to cross a railway and it was hit by a freight train. Miraculously, the driver, a 33 year old woman, just suffered minor injuries. She was treated in the scene by an Ontario Provincial Police officer, before the paramedics arrived. In the picture, an O.P.P patrol car and a Canada Pacific Railway Police truck in the scene of the accident, waiting the paramedics to arrive. -

Nope. I saw a while 3d model of a early 1970s 4dr Satellite (the same that was used in reservoir Dogs), though I don't think it was downloable. For NFS there are Plymouth Fury and Dodge Monaco. which would be the closest. -

Kinda agree. I think it's being too much covering in the media of my country, when just 3 died. We have terrorist attacks, massacres and even those bombs that fall in the wrong place almost everyday along the word, with tons of victims more and if they are shown on TV, they don't get nor 30 seconds. Though by other hand, this attack may be even relationed with the letters with venom that have been sent to Obama and other politicians, I mean, it may have a bigger scale. Backing to topic, kinda creepy that this occurred at day of interval of the 20th anniversary of Waco siege, where more than 80 people died, between police officers and sectaries, near the site of the explosion. Rip to the victims of this terrible accident and hope these toxic smoke clouds dissapear soon and not cause more victims.

In GTA IV they are .wtd files with png inside. Basically just export/import the files with SparkIV or OpenIV. In order to edit car textures, a template is usually needed; these mostly come with the model in the rar. And for editing them, use GIMP or Photoshop.
