Have you altered your Vehshare.wtd? I don't see any of the specmaps or dirtmaps, nor the tire/rim. It might be that, try getting a fresh non altered vehshare.wtd.

This is mine, it actually was taken near where I live. In the video, you can see not all the cars are the same. There's a few with Fed Sig Legends, some with Code 3 Excaliburs. They all seem to have different sirens like the car at 0:09 is using a D&R Intimidator with an older light setup. That car seems to be an older cruiser, because there isn't the TA and it's using an Excalibur. Around New Brunswick, it's not uncommon to see a CVPI with an Excalibur and a modern LED TA.

Yeah, you'd have to change the texture in zmodeler if you had an unlocked one.

Do you mean editing the skin? It looks like the black texture is from the car model itself. You'd have to alter the model to change it.
