Where when you go lights and serins when it is on a red light make it got green like in real life, when it hears the serins and or lights it turns green and all the other traffic stops, and only the police car has the red light

I paly GTAIV With LCPDFR, MOdded cars and etc, I have no roads no trees no buildings nothing, I get a blank place, I can't see roads or shit. Help me so I can get my roads and etc back.
