Nice so far! Some pointers for you if you're going for a FPIU version: The A-pillar needs to be black. Front indicators have a white section. Headlight housing is black, as well as most of the lighthead (side is silver). -
Those are demo cars. They don't use valors at all at the time being. -
My theory on why it hasn't been done is because not many people have unlocked Caprices to work with. Some who do, like myself, just may not be interested in making LVMPD cars. I personally don't like the cars, therefore I won't be making them.

It is released, and the issue you addressed was fixed. Also, NYSP do use marked Caprices. There are tonnes of pictures, check out policecarwebsite.net
