Could someone please let me know how to change the skins on vehicles

for the life of me i can't get the darn trainer to work. I put it in my main GTA folder, but when i start the game, nothing works. ELS, LCPDFR, the trainer, nothing works. It is seems like the game goes back to its original state. the only mods that work are my vehicle models. any suggestions?

I'm new to lcpdfr. I've gotten the police helper mod that adds extra events, however I cannot figure out how to pull vehicles over. Please help. I mean traffic stops
