It would be possible if i get the rights from NaturalVision & VisualV. But i don't think so. And my ENB & Reshade without my edited version of NaturalVision would look terrible :D

I'm pretty sure the traffic patrol CVPI's do have them

@Izick Correct, a few of the traffic CVPI's (older years) are equipped with them. Now that CVPI's are being unfortunately fazed out, most traffic units will have Explorers while the South/ South Central will stay with mainly CVPI's. (this could change)

Well then he must've been going for a traffic LAPD CVPI and that's why he has a pushbar on the vehicle.

you'd be surprised, LAPD is still rolling 98 vics.  I'm sure you'll be seeing vics for quite a while yet, since they run all their cars into the ground.

Because all extra slots are used for ELS and other things.
