Because the numbering scheme doesn't fit nowhere else other than California (err, San Andreas), when dealing with other agencies. Plus many of the livery designs / designers have specialized plates with their own numbering scheme and style.

Hmm well... If you wanted you could import a "blank" plate (with no numbers) as plate05 (the number of the exempt plate iirc)in the car.ytd  to have the background right. Then I think there's a script that lets you set how you want your plates to look.
