It's based on Ventura County Fire. This livery was created by Lt. Caine.

Well, I know Yard made his version from scratch (but with permissions), based on Caine's ambulance skins. I'm assuming Caine then based this skin on Yard's firetruck but probably with his own ambulance skin (which was the inspiration for Yards firetruck skin) as a base to start off from as there are some differences here and there which seem to be from the original ambulance skin.

Either way, Caine did a nice job with the original ambulance design, and it still looks good on a firetruck.

No Caine did not base it off Yard's skins, that firetruck design has been on my fivereborn server for months now.

That would mean 2 people have managed to make near-identical skins, without working together, or even having a look at the other person's work. Interesting. Guess great minds think alike.

Good looking truck. I like those wheels. Will this model be released by chance?
