It's an issue with with the shaders in CryENB.

I feel like it's an opacity issue that's a one min fix, don't think any shader is involved.

I don't know much about ENBs but I'm fairly sure it is a shader issue, because when I didn't install CryENBs shaders the headlights looked fine.

Well, I'm not an expert too but I ended learning some stuff over time :D

I think that happened to you because of how shaders modify the ambient, what I'm trying to say is that I might still be correct. In fact normal shaders require different opacity settings for the glass for it to look right. (It's not only the headlights but all glass that does that)
