Traffic light. If the traffic light is out, you adhere to the stop sign. It's pretty normal to use this kind of setup.

    Over here, if the light is out they'll flash yellow which means to proceed when safe. I've never, ever, seen a traffic light and a stop sign at the same junction before.

    Traffic lights has always preference over road signs, at least over here.

    Ofc the light take precedence when functional, but when it's out you have to adhere to the sign :P

    Same. Our lights just have the flashing yellow, and then if the light is out, it's just out.
