where can i find the car?

This car is made by BxBugs123 and is no longer available to download. However, you can download a similar mod (same lightbar) made by him that's still available here.

The car itself is a CPVI with a Code 3 X2100, and I specifically chose this model with this lightbar because it is what SFPD actually uses. The skin is custom edited by me to suit my personal entertainment.

GRaPHICS LOOKS GOOD, HOW DID U DO IT?

I used iCEnhancer 2.0 on version 1.0.4.0 of GTA IV, the only patch I would ever recommend to anyone because it is the most stable, not to mention it also gives the best performance and best graphics (lighting, shading, and texturing capabilties). Keep in mind that Rockstar Games dumped this system for a BS one that's horribly done in 1.0.7.0 to help "fix" the lag in the game.

This is the real reason why I use 1.0.4.0, not because of iCEnhancer 2.0. I just installed it while testing 1.0.4.0 vs 1.0.7.0 and seeing what the differences are...never want to go back to 1.0.7.0 after I found out how much better 1.0.4.0 is. Gives me constant 80 FPS with Vsync off vs only 40 FPS in 1.0.7.0! Not to mention that it does not crash as often as 1.0.7.0 does! Major differences!

Yes, that is correct. You can find iCEhancer 2.0 here and patch 1.0.4.0 of the game here. Be warned though, that G17 Media does not yet support 1.0.4.0, but I've been told by Jay that with enough support, LCPD:FR will be compatible with 1.0.4.0. So all we can do now is wait and remind G17 Media why it is important to support 1.0.4.0 over 1.0.7.0. My performance comparisons of the two should be the best reason why, second to it's increased graphical abilities and appearance. Therefore, you'll need LCPD:FR 0.91 Stable (since 0.95 Beta, if you have it) to play on 1.0.4.0 for now.

What do you mean by the "'file'?" All you have to do is copy over the files from the folder "2.Main Files," everything else are just options for customization.

Yeah, if only most people out there knew the benefits of 1.0.4.0...IDK where it can be found now, as it is no longer on LCPD:FR's website. Your best bet is to search online and see if anyone has uploaded it elsewhere. Or, you can wait for RC3 to come out, and hopefully that will work with 1.0.4.0, I HOPE! ;)

All of the latest versions of ELS, InDashCam, SNT, and TrafficFlowMod work on 1.0.4.0. The only exceptions are LCPD:FR 0.95 RC1-2 and IndicatorMod. I'm even playing with FirstPersonMod. Don't be fooled by the ReadMe file. Install mods and test them out. That's what I did, and I'm having loads of fun on 1.0.4.0 despite not having the latest version of LCPD:FR and being able to use my turn signals. Oh well, I can wait for them to become compatible...

As for online play, I don't play GTA IV online, unfortunately. Sorry if I disappointed you! :( I only play with mods on single-player.
