License Plates COMPLETE

I am done with the license plates. I've decided not to add vanity plates and just add a Missouri plate as you see them some what frequently along with a Wisconsin plate in place of North Yankton. When I release it, it will include a carcols.ymt file so you can get the same number coloring and positioning.
