The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Delete Arrest Manager in /Plugins/LSPDFR. You can reinstall it later on.
Then, remove startup.rphs in your GTA V folder.

Remove all of your plugins (except LSPDFR) run the game and see if it works. If it doesnt reupload your rph.log again.
If it did work it means one (or more) of your plugins is not working with the newest lspdfr.

*after some research it can also be wrong with some invalid model/vehicle you have installed.
Try set mods to _mods
