If you are asking how to perform them, you press shift behind a vehicle and use E to stop them. Then follow the on-screen prompts.

    Hmm. That is strange. By default, cars should be going a bit fast even without LSPDFR. Plus you can set your own traffic laws to create some RP.

    There is no setting for that. You can just say that any car going over 50 mph in the city is speeding. There is also a variety of plugins that can help with that. I believe Traffic Policer, the one you already have installed, comes with cars that will either be intoxicated or breaking some other form of traffic law.
