The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

According to the log it's a graphical issue.
Can be caused by visual mods, DirectX, outdated drivers, whatever. 

Come to think of it, I did have a failed attempt at installing a cloud overhall mod from gta5 mods, maybe that messed something up?

      Delete everything in commandline.txt -> Type in -windowed then save & close. Also, if you have a mods folder, rename it to _mods.

    I may have deleted the original cloud files, is there a way I can get those back?

    I've deleted the files for NVR, Visual V, Reshade, and ENB, the issue with ENB though is that there are 2 files and a ENB folder still in the GTA directory. They are empty but I cant fully remove them. I also re verified the system files after deleting the mods.
