So unfortunately most ELS rotator bar vehicles don't rotate unless its a really good model, otherwise its going to be the non els vehicles pretty much. it just depends on the model, you as the user cant change the fact that they rotate, you could play with the els settings though in game by switching patterns and see how that works out, 
but as you can see here there are some models that have actual working rotary lights, as far as nypd I couldn't find much but hopefully this lsmpd pack is what your looking for
