The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So, I recently got a new gaming PC, and I always wanted to try LSPDFR. So I installed GTA, downloaded the mod, and did the automatic installation, cause I'm not much of a big time modder.  I start it up, and RAGE gives me an error: "Insufficient Permissions or Bad Anti-Virus". I have no anti-virus at the moment, and permissions don't seem to be an issue. I change the setting "Disable DirectX Hook", and it loads up fine, but all of the keybinds that go with LSPDFR do not work. I can't do anything because I am stuck outside of the Police Station pressing E.

Always use the manual installation of LSPD:FR, not the setup one.

Should I go ahead and uninstall the files from the automatic installation? Also, my directory is: 

This PC-Windows (C:)-Program Files(x86)-Steam-steamapps-common-Grand Theft Auto V

No, just overwrite if asked. 

Add it to your Antivirus exceptions.

Okay, so I have the game working now. Starts up no problem. Unfortunately, none of the LSPDFR keybinds are working, at least from what I have tested. I can't go into Police Stations, I can't seem to open the Police Computer, the only things that work are the Esc Menu Buttons. Is this because of overlapping controls? Because I noticed that Q is also the default to change radio.

I played a little more. I made a character, and now every time I boot up the game, I get dropped ff at my last police station by another cruiser. I can get into another one, but again, none of the keybinds work. I tried changing the GTA default for the Radio Wheel in an attempt to use the Police Computer, and it still didn't work.

Press F4 -> LoadPlugin LSPD First Response.dll ;
Hold SHIFT when Rage loads up to enter Rage settings -> Plugins tab -> Load these plugins on startup -> LSPDFR

That's how you load LSPD:FR. Once that is done, either walk to a Badge on the map, use the command GoToPD in the F4 console, or ForceDuty in the console.
