I need help to install and put the add-ons on the lcpdfr mod. Like I want to add the arrest manager mod but I don't know how and every YouTube video I see is like an hour. Please help.

Those are plugins, not Add-ons. Add-ons are cars that don't replace already existing car file.
If you're new to PC, you should probably watch them. Even though plugins are really straight forward:

1. If you don't have one already: Use 7Zip or Winrar.
2. Download the latest version of the plugin you want and open it up with one of the programs above.

3. Drag & drop the files according to the folders & readme into your GTA V folder.

4. LSPDFR plugins do NOT show up in the RagePluginHook Plugins tab. They load once you go on duty.
