I don't know where the rage hook icon is and I want to load LSPDFR in but I can't find the rage hook icon. I also want to know how to load it, like do I just open up the icon or is there something else I have to do.

After you extracted LSPD:FR manual and RagePluginHook to your Grand Theft Auto V folder, you should have this in it:

 

Double click RagePluginHook(.exe). 

whenever I load onto LSPDFR with the LSPD First Response.dll, and LSPD First Response.pll, it loads in onto a black screen. I would love it if you could tell me why because without those two files in the plugins folder, it will load but as soon as one of them are put in, it will load past the pictures of the people and the text, but will then go straight to a black screen and show a loading symbol at the bottom right corner. Am I doing something wrong or what is happening?

Don't load it in startup.

What do you mean

Go into RagePluginHook settings -> "Plugins" tab -> Don't load any plugins on startup. Save & start. 

Okay thank you it will now load me in, but how do I go on duty? I tried to load the plugin but it won't let me and I don't know how to go on duty so if you could tell me how that would be awesome.

I had also tried to force duty by sprinting, jumping, and pressing F9 while in the air and it didn't work.

type in the console, 'loadplugin LSPD FirstResponse' it should auto correct for you, once that is completed, type forceduty

 

it says invalid command to load plugin. Was I supposed to type it as, loadplugin LSPD FirstResponse Force Duty. Or did I do something wrong because I did this under the F4 command and it just says invalid Load plugin, I don't know where I went wrong because I have it under my game plugin folder.

When I put it in it says, invalid call to console command "load plugin" LoadPlugin LSPD First Response.dll. I don't know why and I've done everything to and I also change the plugin timeout threshold in the rage hook plugin settings from 10000 to 60000.

is there something I'm doing wrong because I can still load in and play normal GTA V while Rage Hook is running, but the plugin command doesn't work.

Look for "Force Windowed mode." Check it.

 

Then, reinstall DirectX & restart your Computer after. 
If you use some kind of visual mod, delete it. Rename mods to _mods to disable most of it. 

 

Also, remove your GPU driver (nVidia or Radeon) and do a clean reinstall. That usually works.

I checked force windowed mode but I don't know what directx and I don't know what the GPU driver is. I don't have any mods installed anyway because I haven't been able to get it started yet and I haven't been able to play.
