This event occurs after I choose my character in the locker room. This scene does not change then the bottom right shows "consuming coffee" with the spinning semi-circle and nothing else happens.
This just started happening today after I updated from LSPDFR 0.3. The only thing I changed was updating that.

You are missing backup.xml. Redownload LSPD:FR 0.45 manual and drag & drop the files you need.
Change the plugin timeout threshold from 10000 to 60000 in the RagePluginHook.ini file and disable Main.PreloadAllModel in GTAV/LSPDFR -> LSPDFR.ini.

I replaced all the files and changed the threshold to 60000. I do not know where nor how to do the last part that you stated. 

Locate to GTAV/lspdfr and open the lspdfr.ini.

It was working great for the first 10 minutes then it did it again.

I see the issue, its the backup.xml. I used the manual install and it is still not there

 

Remove TrafficStopbackup. 

I deleted that, then said something about Assorted Callouts by Albo, deleted that. Now the game crashes at startup.

Reinstall LSPDFR manual, then the Albo plugins.
