SparkIV not working

When i downloaded SparkIV,

It shows when everyone clicks on it in the folder it opens and at the top left of thier screen they have a option to select " open"

then browse for the Car mod File,

well however SparkIV won't open period for me, it says "" browse for a folder" when i click sparkiv icon

someone please help. thanks
