The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

whenever i go into the police station and go on duty it says for computer + and lspdfr + different dll when i pull over someone and use computer run name it crashes

Hello,

 

So most likely scenario is that there is something that these items are using that is out of date. The callout pack and Arrest Manager and Traffic Policer aren't built for the newest verion of LSPDFR, so you won't be able to use them.

Because the plugin uses an older version of LSPDFR.
