The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Need Extra Memory (need a link to some mod that allows more memory)

Does anyone have the link to some sort of mod that can allow my game to have more memory? I know there is the mod called "Gameconfig (1.0.1737.0) for Limitless Vehicles" but according to the comments and personal experience it causes some problems. 

 

My game does not have any extra addon vehicles, only replacements, but I still find myself stuttering a lot in game and having massive fps spikes randomly. How do I get my computer to allow GTA 5 to use more memory?

I would actually recommend that gameconfig. I use it and it works fine if you read all the install and install the additional two things needed to run it. As for clearing more memory, you can look up graphics settings to reduce memory, but that will only do so much.
