So you're saying that you're Card can't run Gta?

If so make sure:

you have as many programmes closed down as possible, make sure all your drivers are up-to-date.

Also, post your official specs- Start-Computer-System Properties

I think Skyrim is WAY better coded for PC then IV, seem's like GTAIV is like a money hungry trophy wife that eat's all your resources.... i mean it's a VERY power hungry game..

However, my Graphics' card is an AMD Sapphire Radeon HD 6790 and i run my game on high setting's, might be your CPU

my cpu is an i7 2600k, i run on websites if i can test the game and my processor well surpasses the recommended requirements. Nothing running in background. at all. windows 7, gta and a controller for my ps3 controller hookup. It plays but bottlenecks alot and lags alot a night especially and when driving.

Here is the G17 report: It still completes, but gives me an error. "Sorry, but your system installation is not supported", yet i can play it.

Its installed I know what I'm doing lol. I've tried almost everything, running the game windowed solves all.

also xliveless is not supported by LCPD:FR it causes more troubles, I would run the LCPD:FR instillation and make sure you check to install dsound, and then get rid of xliveless. (unless your running a cracked copy)
