The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Revert your game version to the previous one, do not update RPH and install NoGTAVLauncher. Then start the game by the launcher and as soon as you see GTA V theme or even during initialization launch RPH. GTA should accept it so you can simply play LSPDFR with out waiting for a scripthook update.
