My game runs at 40 to 50 fps while my cpu and gpu isnt even fully used.

Is there any solutions to run it better or atleast make sure my hardware is being used?

It is actually a normal behavior for a system to not use all available resources to run a program!

 

Any application uses only as much RAM, CPU etc. as it needs to run. To have an application use more resources than it really needs would, if anything, reduce the performance rather than improve it.

 

Sometimes, reduced performance is also linked to hardware being worn out or overheating in which case, you would usually experience FPS drops or, in extreme cases, thermal throttling.

 

If you are not satisfied with the above information, try to take a look into your GTA folder - maybe you have some mods or scripts that significantly reduce the performance? I know that some of these can be quite problematic, causing slowdowns or even regular, albeit very short, freezes.

Im not thermal throttling thats for sure temps are well in normal range weird thing is though before i load all the plugins my system uses more gpu power and cpu if i then enable all the plugins then my fps drops and my hardware usage is just nothing

There is "software bottleneck" caused by how RPH and LSPDFR  behave.

 

RPH needs to battle the anti-mod protection in GTA5, introduced by the almighty Rockstar.

The impact from this condition: RPH needs to run more processes/instructions/delays per CPU cycle to counteract the protection.

 

The more plugins you install, the more performance will be lost.

This issue will get worse when you install un-optimized plugin, which will drag down your FPS further.

So basicly no matter what i do if i wanna keep playing with plugins  im losing over about 70 - 80 fps
