Onset of game crashing

About a month ago I installed GTA IV on my computer with it working just fine, I then installed LCPDFR and it worked fine too. I did add several other mods (additional cars and brave heart policing mod) and GTA IV crashed once in a blue moon. I then added a vehicle pack from GTA IV mods.com and my game started glitching so I tried to remove the mod and all of its features, I unistalled GTA IV and deleted any files left over in the "rockstar" folder pertaining to mods, and no matter what I try the game will display this error message (see attached photo) and crash within the first five minutes once the game starts(LCPDFR not installed even). I ran the LCPDFR diagnostics tool and it said that there were no errors detected. The game is at it's base form with no add ons. If anyone has any ideas on how to help me that would be great.

I know that I'm late but I just reinstalled GTA IV on my laptop and when I closed the game I got this error. First time loading the game since I installed it. Should I delete the saved game?
