Creating persistent PEDs?

I was wondering how we could create persistant peds in the game? Character that could run on a script or off a database? Seems like it would be fun to have some simulation elements in the game where we could have the opportunity to put some kind of recurring characters into the game.

As far as I know there isn't a built in way to do it, but there's nothing stopping you from storing the information needed to make a specific ped. The ped's model, clothes, names & arrest history if wanted, etc...

Well, the problem with that is that the way it works right now - peds and vehicles are constantly poofing into and out of existence. The game doesn't usually display the means to select from those stored peds and vehicles and spawn them in the correct or sensible instance. 

 

So we would need to expand the functionality of the ped database, the vehicle database, and then provide the API means for accessing, mutating, storing, and checking PEDs in that database. This would also require adding information on PEDs that are also well-documented and able to be accessed by plugins. That's not a LOT of work, but in my opinion it's worthy work since there's already databases being used to manage/augment the game.

Why couldnt someone code a plugin that had a 50% lower/higher chance to save a peds information and vehicle information after pulling them over. Then at a random time spawn the ped back in with its vehicle(create a new ped and vehicle based of stored information) a certain distance away from the player, then script it to move near or towards the player. This way, if they do something illegal and you end up pulling them back over they are the same person with the same arrests, cites, etc.

 

Id really like to see something like this in the game.

 

Imagine warning someone for speeding and telling them if they get caught again they will be fined, then about 12 minutes later they come by speeding again and you cite them for it. The simple things like that would be amazing.

 

I dont code or know the limitations, but if you can read peds information cant you save it and create a new ped with that information later?
