How to make a charger skin & make it into a cvpi/tahoe skin

I don't think so. You'd have to create a new one. When I say that, I mean make it so it adjusts to the vehicle template.

You can use a photo editing software to expand/contract and place the skin on to other cars. I have done it many times myself. But because it is not your skin, you will be unable to release it without permission from the original author. To find out how, look at any of the available texture editing tutorials on GPM or LCPDFR.

Sticks and stones may break bones, but 5.56 fragments on impact.

To make it easier to do what c13 stated, erase some parts of the texture and expand parts that need to be expanded but open 2 of the same text, and 1 template of the vehicle of your choosing (to make sure the decals fit, then go back to the texture and click "undo" rinse and repeat, to get the results that you want.
