[Suggestion] API, Feature, Fix requests

1. Easily accessing and improving the databases that drive PED information
   1. Adding/fixing to the name table, allow access or provide tools to correct/fix lists and data for realism (or unrealism).
   2. Extending/attaching new data and flags to NPCs.
   3. Absorbing and standardizing the functionality of PEDs for access to all plugins.
   4. Enabling persistence to create more persistent/regular characters
   5. Enable console access to the scenariomanager and other data managers for debugging purposes.
2. In game developer access to data.
   1. Being able to get the a complete status via console for a given PED.
   2. Being able to get the status of crime systems and other internal systems for debugging and development.
3. Absorbing Plugins for standardization and universal access.
   1. Absorb the features of LSPDFR+ and standardize them. Open them up for for complete and finite control.
   2. Absorb the features of Trafficpolicer and/or STP so this shit where people keep breaking out of cuffs and the overlap between everything ends.
   3. Absorb the features of either Computer+ and/or Interaction+ to enable more functionality, realism, and further content and variety among all callouts.
4. Generate further documentation and how-tos for plugin development.
   1. Support VS and Mono development environments.
   2. Total documentation on website and wiki. Provide context, don't just dump a deOxy like a lazy codegeek.
   3. Including documentation support that is parsable by IDE.
5. Create additional callout support features.
   1. Create the means for callouts to be limited by jurisdiction and other criteria so plugins can easily assign and create content under the correct conditions.
   2. Create support for drawing upon a list of pregenerated (Characters to be persistant) or psuedogenerated (able to be random within constraints) PEDs. 
   3. Create the means for callouts to assign a variety of vehicles or callouts, including the ability to create a list from known DLCpacks (AND HANDLE FAILURES.).

Holy Grail:  Develop a Co-Op functionality for at least one other player.
